If you're a business that is already committed to waste reduction and resource recovery or if you see a potential market and just need capital or assistance, there is a program for you.

The Recycling Market Development Zone (RMDZ) is a program of the California Integrated Waste Management Board that focuses on providing low-interest rate loans, market development, siting assistance, and more to qualifying businesses.

Incentives

Cities in the High Desert Zone offer various incentives to attract business development. These include no development fees, permit assistance, and a one-stop permit process. This zone is inside the boundaries of the Mojave Desert Air Quality Management District. The zone offers flexible air quality and land use standards, allowing some businesses to operate outdoors. Redevelopment funds are available to assist with financing, and cities offer access to other public financing sources as well.

Target Materials

The materials that businesses in the zone can provide continuously include: recycled paper and compostables, glass, scrap tires, plastics, and inert solids.

Infrastructure

Land and buildings in this zone are available at reasonable cost including planned and existing industrial parks. Excellent rail transportation is available from the Santa Fe Intermodal Yard in Barstow and the joint Santa Fe/Union Pacific/Southern Pacific line through Victorville/Barstow corridor, joining with Interstate 40 and Highway 58 at Barstow. Twentynine Palms and Yucca Valley are connected by Highway 62 to Interstate 10, and linked by Highways 247 and 18 to the rest of the RMDZ.
